A math puzzle.

Translated from russian so might sound awkward.
 
- Hello!
- What's up?
- I'm fine. Got two sons growing up, both are too young to go to school yet.
- How old are they?
- If you multiply their ages you'll get a number equal to the number of pidgeons sitting on that bench.
- The information you provided is not enough.
- The elder of the two likes apples.
- Now I know the answer.
 
What are the ages of the children?
 
NOTE: Children usually go to school at the age of 7 in Russia. Also assume that the number of years is a natural number.
Also both people in the puzzle obviously know the number of the pidgeons although we do not.
